We need to introduce a new *{{ozone admin namespace rebuild}}* CLI command that
allows Ozone administrators to manually trigger a full Namespace Summary
rebuild in Recon. This command will call the {{NSSummaryTask.reprocess()}}
method (added in {*}HDDS-13443{*}) to clear the existing namespace summary and
rebuild it from scratch.
