Thanks [~markgui] for the suggestions and participation here. I guess,
DECOMMISSIONED is admin driven operation where as , a node having no good disks
at all should be marked as dead/Unhealthy. The node having no good disks or few
bad disks can be put to decomission via admins.
I agree that, NO_SPACE has to be distinguished from the case of no good disks.
Can you put up a doc stating all these considerations and ideas so that we can
review and ideate collectively?
