## What changes were proposed in this pull request? In **HeartbeatEndpointTask** there are two reports sent to scm by DN for diskBalancer, one is by addReport using **DiskBalancerReportPublisher** and second is by **addDiskBalancerReport** . DiskBalancer Report should be sent actively only when diskBalancer is running or paused by node state and if diskBalancer is stopped then report should only be sent if there is any changes since last published report. Proposed Solution: Remove **addDiskBalancerReport** . ## What is the link to the Apache JIRA https://issues.apache.org/jira/browse/HDDS-13665 ## How was this patch tested?
