Summary: conflict with Volume choosing policy and disk balancer

Volume choosing -- disk free space
Disk balancer -- density
==> frequent container movement
So if a new container is created, should not cause disk balancer to run. May be
optimimal threshold can avoid this, but a risk over highly skewed disk.
