Sumit Agrawal resolved HDDS-11286.

Resolution: Not A Problem
Current algorithm for identifying quota implicitly consider all used quota,
even if key belongs to snapshot.
This is as,
iterate activeDB's keyTable, fileTable and directory Table, and generate quota
for all entries. So snapshot entry are part of activeDB tables.
