## What changes were proposed in this pull request? - Upgrade protobuf to 3.25.8. - Relocate protobuf in the fat filesystem jars to avoid conflict for clients still using protobuf 2.5. - Remove `ozone-filesystem-hadoop3-client`, which is no longer needed, since Ozone does not rely on Hadoop's `ProtobufRpcEngine`. Opened as draft because it is based on #9112.
