I found this issue by running into a compile error when building without cache.
But now I tried both changing to https and removing it completely, and both
were OK:
https://github.com/adoroszlai/hadoop-ozone/commits/HDDS-5198-nocache
https://github.com/adoroszlai/hadoop-ozone/commits/HDDS-5198-alt-nocache
So I think we can remove it.
