## What changes were proposed in this pull request? HDDS-13832. Enable safemode status queries on SCM followers This PR enables ozone admin safemode status to run on SCM follower nodes by adding InSafeMode and GetSafeModeRuleStatuses to the ADMIN_COMMAND_TYPE set. Currently, safemode status queries always route to the leader, ignoring the --scm parameter. Since these are read-only operations, they're safe to execute on followers.
