Description: The number of OMs and SCMs is usally expected to either be 1
or 3 (as tested, for non-HA and HA respectively). But depending on the
use-case, an even number or a higher number of instances may also be present.
To ensure the number of OMs and SCMs is as the user intended, there should be
some logging during startup or when instances are added/removed indicating the
same. (was: The number of OMs and SCMs should either be 1 or 3 (as tested, for
non-HA and HA respectively). This restriction isn't present currently in the
helm chart deployment of ozone.)
