For that area I don't see a compatibility problem if it is handled with an extra field in the persisted proto in SCM. Your comment is in regards to network compatibility which is not relevant without rolling upgrade support. > If SCM is downgraded before finalized, SCM will receive OM request, which contains DeletedBlock, but not BlockID.
