SCM already exposes a metric for the number of registered DNs (AllNodes), but
we currently do not know how many DNs are actually readable from the
perspective of container allocation and metadata operations.
A datanode should be considered readable if not enough meta space, all other
volumes do not have enough space for new container, and existing committed
space is less than 256MB in all volumes.
Add a new SCM metric that reports the Number of Readable Datanodes.
