Summary: DN quickly reregister to SCM

When SCM is restarted, and receives HB, SCM reply to perform re-register.
During re-register, DN perform,
# GET_VERSION
# REGISTER
This is done on next HB for default 30sec interval and overall takes 1 min + to
re-register.
As part of this, need to remove HB based on 30sec, but needs to be immediate.
