Currently, by default scm ratis and scm grpc ports are defined to be 9865 and
9866 by default. These ports are also used for datanode https and datanode
ports for hdfs by default hence may lead to port conflict issue in ozone
deployement alongside hdfs .
987X series is used by OM and HDFS, 988X series is used by ozone datanode and
freon by default,, proposal here is to move the ratis and grpc ports for scm ha
to 9890 and 9891 respectively by default.
