HDDS-11726 added OM leader readiness state to the JMX endpoint and also to the
OM web UI, but it's not working as expected. It'll always show the current
host's OM state, so in case it's the OM leader, it'll show LEADER_AND_READY for
every OM in the list; if it's not a leader, it'll show NOT_LEADER for all the
OMs. See the screenshots attached below.
