Description:
- {{HddsUtils.getSCMAddressForDatanodes}} (two overloaded methods) are used
only by server-side components, can be moved to {{HddsServerUtil}}.
- Move test cases that exercise {{getSCMAddressForDatanodes}} from
{{TestHddsUtils}} to {{TestHddsServerUtil}}.

An overloaded variant is being added in HDDS-13890, wait until that one is
merged.
