When upgrading rocksdb, BlockBasedTable format should be set to the previous
rocksdb value and compactions should also be disabled to ensure rocksdb doesn't
end up making the rocksdb invalid incase of rollbacks to the previous rocksdb
version. This requires rocksdb upgrades to be part of the upgrade framework
which would mean rocksdb needs to be shutdown and restarted with a different
config when finalizing an upgraded which is not being done currently.
