Migrate the v1 "OM High Availability" doc
https://ozone.apache.org/docs/edge/feature/om-ha.html to v2 doc "System
Internals",
https://ozone-site-v2.staged.apache.org/docs/system-internals/components/ozone-manager/
Ignore the section "Configuration", "OM Bootstrap", "OM Leader Transfer" and
"OM Service Roles Listing". These sections will go to Administrator Guide under
Configuration and Operations, respectively.
