https://ozone-site-v2.staged.apache.org/docs/core-concepts/ and add a "Ozone
Manager HA" under "High Availability".
Write the page using the content from the OM High Availability page
https://ozone.apache.org/docs/edge/feature/om-ha.html until the section
"Configuration".

The section "OM Bootstrap", should go under Administrator Guide.
The section "Implementation details" and "Automatic Snapshot Installation for
Stale Ozone Managers" should go under System Internals --> Components --> Ozone
Manager.
