Summary: CLI tool to reset our summary counters

Currently, even when there are no pending tasks at the OM, DN, or SCM layers,
the summary values remain incorrect and don't match the actual calculations.
Having a dedicated tool to reset these values would make it much easier to
synchronize the state, reproduce issues for testing, and collect logs to
identify the root cause of these discrepancies.
