Description:
It might be possible for Ratis to throw ReadIndexException if the follower is
not able to get the ReadIndex one way or another. However, currently this is
not handled by both the OM server and client.
We need to check whether we need to handle this. If so, we need a way for the
OM to propagate to the client (e.g. by wrapping it in ServiceException) and the
client to handle it (e.g. failover).
