I want to migrate design doc section from v1 site
https://ozone.apache.org/docs/edge/design/ to v2.
It seems to me a better place for design docs (after the corresponding markdown
file in the pull request is merged) is under System Internal, and add a section
'Design Docs' or 'Feature Proposal Archive'. And once the feature development
completes, write a user facing feature doc under System Internals -> Features.
