Summary: Revisit om1 transfer for upgrades

Currently, there is a logic to transfer leader to om1 during any helm upgrades
in case of any change in the number of OMs. These could create some issues of
om1 is faulty (refer to git review comment below for further details).
This design decision must be revisited.
