Summary: Revisit manual PVC handling

Kubernetes has it's own way of dealing with PVC in case of upgrades. In our
ozone helm chart, we are currently dealing with them manually by waiting for
the pvc to be deleted (ref:
[https://github.com/apache/ozone-helm-charts/pull/20/files#r2446931114)]
This can potentially be left up to kubernetes to handle automatically.
