Since {{HadoopRpcOMFollowerReadFailoverProxyProvider}} handles only
{{submitRequest}} from {{{}OzoneManagerProtocolPB{}}}, we should simply make it
to only handle {{{}OzoneManagerProtocolPB{}}}.
