# rename the doc from 'FallCallQueue' to 'Fairness' to make it more
understandable.
# what is far call queue, what does it do.
# why is fairness important.
# where FCQ should be applied (between clients like s3g and OM)
# Ozone leverages Hadoop's FCQ framework so interested reader should refer to
Hadoop FCQ doc:
