{{LayoutVersionInstanceFactory}} was added as a utility to provide different
implementations based on the current layout version. This class has never been
used since it was committed in 2020. We should remove it so we do not need to
maintain and test it further as we iterate on the upgrade framework. It will
exist in the git history if we ever need it again.
