Since actions/upload-artifact v3/v4, hidden files are NOT included by default:
https://github.com/actions/upload-artifact/issues/602
This causes .htaccess to be excluded from the final
[site|https://github.com/apache/ozone-site/tree/asf-site]:

Setting include-hidden-files to true should fix this.
