Summary: [Docs] Show all available versions in the drop-down menu
and defaults to Next.

We currently defaults to doc version 2.1.0. Let's default to version Next so we
see the new content. Also, the drop-down menu only says "Latest Docs". It
should expand and show all available versions (2.1.0 and Next)
