Provide option for separate master and worker hosts in HA deployment.
Right now, for HA SCM and OM are deployed on first 3 hosts and datanode is
deployed on all the provided hosts.
It would be better to separate out master and worker hosts to deploy SCM/OM on
master nodes and Datanode on worker nodes.
