## What changes were proposed in this pull request? Added the `basic` job to the needs list of the `javadoc` job in CI so that if some `basic` job fails CI skips `javadoc` check. ## What is the link to the Apache JIRA https://issues.apache.org/jira/browse/HDDS-14596 ## How was this patch tested?
