HDDS-14706 makes {{ozone admin om finalizeupgrade}} a no-op, HDDS-14580 removes
the capability to prepare for upgrade altogether (and makes the CLI a no-op).
As such, {{ozone admin om finalizationstatus}} no longer carries meaningful
information. Adjust the logic behind it to return a backwards-compatible
response reflecting this (as older clients may still try to check the status).
