Explicitly pass -Dlog4j.configuration pointing to log4j.properties for all
Ozone daemon components (OM, SCM, Datanode, S3G, HTTPFS, CSI, Recon) instead of
relying on classpath discovery. This ensures reload4j picks up the correct
configuration deterministically, avoiding potential shadowing by configs
bundled in dependency JARs.
