Implements logic to *select manifest files for rewrite* based on delta
snapshots identified.
* Collects all manifests from the end version of the table.
* If {{startMetadata}} is {*}null{*}, selects *all manifests* (full rewrite).
* Otherwise, filters manifests using *delta snapshot IDs*
