Thanks Devesh! The current implementation already supports this. limit=0
(the default) means unlimited — no cap is applied. The UI sends limit=0 when
the user clicks export, so all records for that state are exported. The limit
parameter exists only as an optional safety valve if someone wants to test with
fewer records via direct API call, but the default behavior is full export.
