Similar to HDDS-14506

list the configuration properties related to Recon

   1. ozone.recon.db.dir: Specifies the directory where the Recon Server stores 
its metadata. If not set, it falls back to ozone.metadata.dirs.
   2. ozone.recon.db.dirs.permissions: Defines the permissions (octal or 
symbolic) for the Recon metadata directories.
   3. ozone.recon.om.db.dir: Specifies the directory where the Recon Server 
stores its OM snapshot DB. If not set, it falls back to ozone.metadata.dirs.
   4. ozone.metadata.dirs: A general fallback location used by SCM, OM, Recon, 
and DataNodes for storing metadata if more specific directories are not
      configured.
