[~glengeng] do we have a design doc on how delTxnId would work with HA? I am
not sure if re-learning handles all the corner cases today. For example there
can be pending delete transactions in the datanode and during heartbeat DN does
not take into account any pending transactions while reporting the
transactionID.
So follower SCM could get stale delete transactionID from the DNs.
