The new versioning framework decouples the versions, version manager, and
upgrade actions for each version. Because of this, we should give SCM and
Datanodes their own specific upgrade action types instead of adding typing to
the generic HDDSUpgradeAction.
Additionally, we should move all LayoutFeature and UpgradeAction related
classes out of hdds-common, which is a client side dependency.
