{{TestReconOmMetaManagerUtils}}:
- has no internal state, so:
-- change {{waitForEventBufferEmpty}} to {{static}}
-- avoid instantiation in {{TestReconContainerEndpoint}} and
{{TestReconWithOzoneManagerHA}}
-- make the class {{final}}
-- add private constructor
- should be renamed to {{ReconOmMetaManagerTestUtils}} since it contains
utilities for tests, not test cases.
