Description:
StateManagerImpl should use SequenceIdType (added by HDDS-15145) for both
sequenceIdToLastIdMap and sequenceIdTable. (Let's change sequenceIdToLastIdMap
first. If the change is small, we may also change sequenceIdTable. Otherwise,
we will do it in a separated JIRA.)
Note that we won't change the @ Replicate methods in StateManager here.
Otherwise, it is an incompatible change.
