Description:
Implement a new method that performs deferred `CREATE`/`MODIFY`/`RENAME`
classification. It must integrate:
* *Delete Retention:* Pruning descendant deletes using utilities from
HDDS-15388
* *Dependency Ordering:* Building the snapdiff dependency graph and performing
topological sort from HDDS-15390
* *Conflict Rules:* Handling path conflicts (delete-before-rename,
rename-before-create).
