Recon do sync up with SCM on containers count and respective container state
drift every 6H by default, so we want to track following info using metrics:
1. Each container state sync with time required for sync to complete.
2. Last drift reported by count between Recon and SCM per state.
Above 2 metrics will be recorded with every periodic task run which tries to
sync and normalize any drift between recon and SCM.
