Add AWS S3-compatible bucket tagging support to Apache Ozone. Clients can set,
read, and remove tags on buckets via the S3 Gateway *({{{}PUT/GET/DELETE
?tagging{}}})* and the Ozone client API. Tags are stored in OM on
{{OmBucketInfo}} and support bucket links.
