Summary: Adjust upgrade finalize command to call OM instread of SCM

We created the new `ozone admin upgrade finalize` command to go to SCM. However
after discovering that OM needs to trigger the upgrade flow, we need to make
the command go to OM instead. Upon receiving the command, OM will call SCM
using the API added in previous PRs for the upgrade finalize command and then
store a key in the meta table to let OM know finalize has started.
