Summary: Propose a structure for agentic tooling

Reading through some documentation, and realizing that we now have a CLAUDE and
AGENTS md in the repo I dug into how we can create a structure that helps with
most of the agents, while keeps the knowledge at one place as much as possible.
I did the research with the help of claude-code, I attach a plan that I asked
Claude to implement, it contains references, rationale and research results. It
went through multiple reviews, however it is potentially biased with my
perception of how I would like it to be set up.
Please review and let me know what do you think. I attach a PR also, that
contains the changes.
In the PR there is a proposal to have a root level AGENTIC_TOOLING.md file,
that the initial PR contains, which describes the plan in a more concise, human
friendly way.
