TestDirectoryDeletingServiceWithFSO flakes in CI because
testDirDeletedTableCleanUpForSnapshot deletes a snapshot but does not wait for
SnapshotDeletingService to purge it from the global chain. The following test
chains new snapshots off that stale entry and SDS crashes with
NoSuchElementException. Fix: add waitForSnapshotsPurged() and call it from both
snapshot tests; remove OM restart workaround from HDDS-13865.
