Summary: Return non-zero exit codes for OM compact and snapshot

The OM compact and snapshot defrag commands currently return exit code 0 when
OM node validation fails, including when \-\-node\-id is omitted on an HA
cluster. This makes validation failures difficult for scripts and automation to
detect.
Update these commands and the shared OM node validation path as appropriate so
validation failures consistently produce a non\-zero exit code. Add tests
covering the process exit status.
