Description:
Currently to run balancer we need to tune multiple config to speed-up/slow down
the operation. For operator it is difficult to understand each config and tune
it.
Instead of doing manually, ozone should able to access cluster state and
determine best possible configs to run the balancer.
In this, need to support a)Background b)Default and C)FAST config profile based
on the cluster state.
