This subtask tracks the first implementation slice of HDDS-15908. It removes
{{org.apache.commons.lang3.tuple.Pair}} usage from {{hadoop-hdds/*}} and the
two {{cli-admin}} safe-mode interface files, while keeping the codebase
compile-clean
