Hi, I would like to work on this.
My current plan is to make PendingContainerTracker account pending allocations
per resolved StorageType, and pass the StorageType derived from the pipeline's
StorageTier through the PipelineManager and NodeManager APIs.
For callers or pipelines without a StorageTier, I plan to preserve the current
behavior of checking all storage reports for compatibility.
Please let me know if there are any concerns with this direction, thanks.
