HDDS-15774 fixes the known IPv6 parsing failures in the SCM Ratis role
response. Add compatibility coverage for the selected long-term representation.
Requirements:
* Retain the existing colon-delimited response.
* Bracket IPv6 address fields.
* Preserve existing IPv4 and DNS output.
* Require all Ozone consumers to use the shared parser.
* Cover SCM role table and JSON output, safe-mode checks, leader detection, and
Recon consumption.
* Treat a structured Protobuf field as out of scope unless a separate API
requirement justifies an additive field.
Depends on HDDS-15774.
